The pope stopped the U.S. Conference of Catholic bishops from passing their own rules for stopping the molester priests and the cover-ups by bishops at their national meeting last November. Measures should include mandated reporting of credible allegations to police and prosecutors, etc.
The Vatican said it wanted to wait until Pope Francis convened all the bishops and cardinals worldwide to the Vatican in February.
