The failure of state and territory governments to introduce a
nationally consistent system to reduce the risk of paedophiles working
with children has been described as "inexcusable" by a royal commission
that has recommended sweeping changes to background checks.
State and territory governments will have one year to implement recommendations made on Monday by the Royal Commission into Institutional Responses to Child Sexual Abuse.
